Inconsistency between CLI help and implementation for COPC support in translate

The help of the translate command says that the output-format can be las, laz or copc https://github.com/PDAL/wrench/blob/f8d5dae1b6408aab49b191e14ef45b94d6fe442d/src/translate.cpp#L37

However in the implementation it rejects copc arguments https://github.com/PDAL/wrench/blob/f8d5dae1b6408aab49b191e14ef45b94d6fe442d/src/translate.cpp#L56-L60
