Reindexing terminated due to gap: Block XXXXXX does not exist

After bouncing my witness node I"m getting this error. "Reindexing terminated due to gap: Block 1828867 does not exist!"

Looks like it was fixed in later steem code https://github.com/steemit/steem/issues/407

apparently this was fixed in bitshares: https://github.com/bitshares/bitshares-core/pull/339/files and ported successfully to Muse: https://github.com/themuseblockchain/Muse-Source/pull/62

need to be ported to peerplays as it will also add replay time improvements after a crash.

sometimes we can chery-pick the changes between 2 graphenes, others not that easy and have to be done manually. i can take a look if there is interest on this feature for peerplays.
