Vulkan in C

I've completed this tutorial in C. It is not documented properly, and may have poor practices, but I thought that it would help people out. I will also be adding flakes/manifests for NixOS/Guix, as well as modernize the code if I have enough time. The repository is hosted on Codeberg at Ashvith/vulkan-tutorial-in-c.
