Add "slow internet connection" detection

Thanks for the awesome package and great support! The internet_connection_checker package already has this feature, do you plan to add it anytime soon?

That's a nice feature, but I'm busy to implement such feature. PRs are always welcomed, so I'll keep this open as a feature request.
