Low number of tx on OTP

A few months ago we reached OTP chain capacity at ~100k daily tx. But now we are running at ~50k tx daily. Which does not make sense as nodes have commits and proofs to send but they don't do it.

Below you can see number of transaction by type in the last 2 months Something seems changed on Jan 18th, as that's the last day with high total tx count. You see how commits and proofs fell of a cliff after that.
