Duplicate assertion transaction sent after restarting node
Issue description
The node sent a transaction for the same assertion. I'm assuming the node sent the transaction right before restart and then sent the transaction again afterwards. You can see in the log the node was restarted right before the transaction that got asserted.

Expected behavior
The node does not send a duplicate transaction for any action that requires trac.
Actual behavior
The node sends a duplicate transaction if restarted at the right moment.
Steps to reproduce the problem
- Trigger an action that results in a transaction on-chain
- Restart the node at the right interval
