Add config and instructions on how to generate config for multi-node development on Windows WSL

Related to this documentation on how to setup a development environment on Windows using WSL https://github.com/OriginTrail/dkg-docs/pull/6/files, this PR includes configuration and documentation to generate mulitple node configuration files, allowing developers to run a multi node network locally in Windows WSL.

Due to limitations in running Ubuntu on WSL compared to the MacOS solution, nodes need to be manually started, but all config generation is automatic.
