label not appearing in facet query result

Descriptive summary

During QA of 197 reviewed assets for chinavine, Sarah noticed that one label, "Tibetan painting styles" was not appearing in one situation: from the chinavine collection page, she went to view all, and then clicked Topic/more; the label was missing from the list in the modal. When the facet query is done directly in the solr admin, the label is present. Ryan W suggested that because this coll has topic labels that are both capitalized and non-capitalized, the label might be getting omitted during sorting. This was potentially confirmed by reviewing another asset that uses this topic; now "Tibetan painting styles" is appearing with the 2's, but "Silk flower" (the label that used to be directly above "Tibetan painting styles" in the results) has disappeared.

Expected behavior

All labels are displayed.
