Orange-Boosted-Bootstrap Move from Google Analytics to Matomo

Proposal

Stop using tracking solution made by Google (Analytics, Tag Manager, etc) and start using Matomo.

Motivation and context

Be in compliance with european legislation.

Don't know which type of Matomo we'd use but FIY tarteaucitron now handles Matomo Cloud as well (source: https://github.com/AmauriC/tarteaucitron.js/commit/dd5e77bcae2effd231a10a4cdf780813ef4a8f5d). Available if needed when https://github.com/Orange-OpenSource/Orange-Boosted-Bootstrap/pull/1197 will be merged.
