Fix startup audio setting

Problem

The audio/startup_music setting (called "Explode Eardrums on Startup?" in the options menu) is broken at the moment because the music starts playing before the settings are loaded.

Solution

Find a way to make the setting work, e.g. by loading settings before playing the startup music and using the setting's value in the startup music playing code.
