support for lap cycling power in the announcer
Describe the pull request Power announcement is controlled by options. Also order of announcer options is changed so that it is more clear that "Lap" related options work only when lap is defined. All lap related options are next to each other now.
I guess you can change #1812 to a feature request now. I think it is clear enough in the options that "Lap" quantities need lap defined.

Yes, I use my branch because of this (no announcer units, power announce, BPM/RPM/Wats as averages over moving time only).
I can try to rebase this PR to the latest upstream version. I see some good soul made announcer units controllable by an option in the meantime. I may be able to do it this weekend.
