Aqueducts use seawater sprite instead of river/canal sprite

Aqueducts use the sea water animation, but both rivers and canals use a very different animation with much smaller waves. It would make sense to have the same animation on aqueducts.
Locks also draw this sea animation, but in that case it makes more sense visually, since the water is flowing down a slope.
