610 documentation functions with cicero api

Hi! For Issue #610, the following "tasks for completion" were executed and completed. After reviewing the functions, I used the copilot prompt to add additional inline comments to areas that need documentation. Additionally, I documented the dependencies required for the Cicero API integration and the 'representatives.js' function.

Tasks for completion:

• [x] addition to inline comments: _highlight function for copilot prompt "refactor to be more readable with inline comments"
• [x] addition to wiki: highlight all of the file and "What dependencies does this function use" https://github.com/ProgramEquity/amplify/wiki/Cicero-API-Integration
• [ ] Bonus if you want to create issues for further work on the project: How would I refactor this to be more robust
