osi3::RadarSensorViewConfiguration should have the methods "has_rx_antenna_diagram" and "has_tx_antenna_diagram"

osi3::RadarSensorViewConfiguration has several methods to check if the parameters are provided (e.g. "has_emitter_frequency" and "has_mounting_position") but "has_rx_antenna_diagram" and "has_tx_antenna_diagram" are missing to my understanding. I would suggest to add these methods in osi_sensorviewconfiguration.proto.
