Precipitation Classification

Under current precipitation description, there is no way to differentiate between rain, snow, hail or graupel. Could we add such classification and probably align it with other ISO standards describing such precipitation types?

This issue is a result of the Sensor Modeling Working Group meeting that took place on 27.08.2020.

Has there been any progress on this discussion? Particularly interesting would be harmonisation with OSC 1.1. There we differentiate between at least rain or snow but on the other hand do not use enums for the intensity, rather using a double. Can we maybe setup a short discussion group on this @kmeids ?

@engelben We already had discussions about this topic and drafted a proposal, it needs to be extended to converted to a .proto and extended to a pull request. I'll bring this topic again this Friday in the SensorModeling meeting.
