Automate Calliope DAL generation

Currently, new Calliope DALs need to be manually generated. This should be automated, similar to the arduino-resources. Libraries should be downloaded automatically, instead of directly committing them to the ora-cc-rsc repo and the "core" should be built based on the original sources.
