Offer special programming blocks "debug" and "assert" to the end user

We have already two blocks which are hidden for the user "debug" and "assert". And soon "eval".

We should offer them for every supported system, e.g. in a new category in the advanced toolbox.

Currently they are only available with a special key combination.
