I'd suspect that more details of what you mean by it won't open would be more helpful than system information. If you double-click on hplip-printer-app in a file manager that clearly won't do anything, because that requires a file to send to the printer. You start the server (either directly via hplip-printer-app server or indirectly through the systemd service) and then open http://localhost:8000 in a web browser to configure the app for your printer. You then go to http://localhost:631 to configure CUPS to use the printer app (it will be under "Discovered Network Printers").
