File throwes std::bad_alloc at opening

Steps to reproduce

Download the File 2.Try opening it

Actual behaviour

Mapper throwes std::bad_alloc when opening the File

Expected behaviour

The mapfile should be opend as normal. Its possible that the mapfile is corrupted tough.

Configuration

Mapper Version: 9.5 Operating System: Windows/Android

Map file

The map file is corrupted. OCAD shows an error message but does not crash. As an improvement Mapper should show an error message as well instead of just crashing. This issue is related to #2040.
