Expose OneGate server configuration

Description The OneGate Sinatra server configuration is currently set to default values, which can lead to inconsistencies when its components or dependencies are updated. The Sinatra server configuration for OneGate should be exposed within the OneGate configuration file to allow administrators to customize settings, ensuring stability and consistency across updates.

Use case Allow administrators to configure security and access settings and Sinatra environment parameters.

Interface Changes Configuration options could be exposed via the OneGate config file (onegate-server.conf).
