Improvement of "VM Autostart" Hook/Feature

Description the current Way how to setup VM Autostart Hook/Feature is an High Effort and some Challenges are there to get it working.

Use case It would be good to provide it more easier > like an "HA Activation" for whole Cluster and to override it for VMs which should stay offline
