Labels Keep Showing in Folders

Labels keep showing under the icons inside folders even after deselecting the 'Show Labels' option under 'Dock'.

I don't have this on Android 11 (Moto G8 Power/Moto G Power). Instead, items in folders never have labels. Is this the intended behaviour?
