Add Python 3.7 testing on non-Xenial platforms

Per #393 and #462, PyKMIP supports Python 3.7 but Travis CI testing for Python 3.7 can only occur (easily) on Xenial platforms. Investigate extending Python 3.7 support to Precise and Trusty platforms if possible.
