Add server logging control for exception tracebacks

Server logging currently includes exception tracebacks for certain errors that occur during operation. This clutters up the server log and may not be desirable from an operational standpoint. Refine how the server logs exception information, either through a new server configuration option that enables/disables traceback logging, or by treating exception information like debug information.
