README.md needs to clarify the purpose of Contributors.md file

The Contributors.md file is just kept along with a README.md file, and their purpose is left unclear and unstated. I believe, if README.md file includes some clear information on why is Contributors.md file made, then it may become more clear that who all are to be listed in there, and what or where are they contributing about. It will also prevent the idle Pull Requests for just updating the name and details of the user who'd created the PR.
