Allow Users To Delete Steps With Associated Runs

Validation Steps

1. Run a workflow that has at least 2 jobs
2. Select the last job node of that workflow
3. Notice that the delete button is no longer disabled
4. Hit the delete button to see the job node disappear from your canvas
