Note Users (logged in or not) about permissions when attempting to add tags to a table

Users that are not logged in or just dont have write permissions can still attempt to add a tag to a table. As they dont have permission to edit tags they should be notifyed about the missing permission. In case for the not logged in user they should be redirected to the login page.
