Do I have to compile my opencv CUDA in advance?

Do I have to compile my opencv CUDA in advance to use the pypopsift?

or does the setup.py do all the needed setups for me?

I followed all the instructions and I get an error "segmentation failed", Core Dumped. I had searched everywhere on the internet and yet I wasn't able to find the solution.
