[python] Improve urllib3 semver flexibility

Improve the SemVer flexibility of the urllib3 dependency.

Addresses https://github.com/OpenAPITools/openapi-generator/issues/18993.

Validation

I have not personally validated this change but believe this is all that should be required. Happy to follow any suggested validation paths.
