Extensibility of the CapacityUnit Enumeration

I think this enumeration should be extensible to support future higher bit rates (e.g., TBPS): see open issue #264

Notes from the 12/27 ad-hoc call to resolve TAPI 2.0 last-call comments

  • Update the UML model Enum/Datatype CapacityUnit with additional enumeration value TBPS
  • The specific proposal to make this extensible needs be discussed in TAPI/CoreIM call (deferred to 2.1.0)
