[Feature Req] Scheduled maintenance - No outgoing email

Is your feature request related to a problem? Please describe. For some really low impact maintenance, it could be interesting to indicate them on the status page for transparency reasons but may not be enough to send emails to subscribers. It could help reduce "spam" and catch attention of subscribers as not to receive too much emails.

Describe the solution you'd like Adding a "Send email notifications" to the schedule maintenance form. By default checked. If unchecked, no email about the new scheduled maintenance will be sent.

Describe alternatives you've considered Maybe someone have better idea, I don't see any alternative yet.
