[Suggestion (Plugin)]: Overhaul the nbt-rod

Suggestion

The idea here is to allow multiple nbt-rods to be created. A new config folder will be added to contain these rods, and an example file will be provided to stay consistent with the other configs.

Features to add:

• Ability to limit the rarities that can be caught
• Ability to limit the fish that can be caught (this will ignore the rarity config as the fish rarity will be provided directly)
• Ability to add crafting recipes for these custom rods. The groundwork for this was laid in #570
• Ability to attach baits to these via configs

If either the rarity limit or fish limit is enabled, baits will not be compatible with the rod.
