Export/publish story (at minimum, on par with what Script Lab 2017 had)

While we're at it, we should also consider allowing an option to publish as CONTENT add-in instead of assuming taskpane (see https://github.com/OfficeDev/script-lab-2017/issues/889)

Moving up to 1.3, since it was recently requested and noted as a missing feature.

It would be convenient to allow people to easily publish an Add-In. However, we don't necessarily need this feature in Script Lab. Someone could always copy into a standard GitHub template which would also allow them to easily publish to a site.
