Reload Message Dialogue

@Zlatkovsky Currently. the "Reload" dialogue does not follow Fabric styles.

Recommendation As far as we have been told, Fabric Message Banner will be deprecated for Fabric JS Instead, you can use the MessageBar component (see mock up below) or alternatively, you can use an empty state message. screen shot 2017-03-21 at 3 44 28 pm

Yep, I'll take it. I'll do design option 1, since I want it to be dismissable (it's OK not to want to reload) and not too obtrusive
