Use dotnet6 or later and ProtocolTestFramework v2

ProtocolTestFramework published new versions which are using .NET 6 (and up) and is available through nuget. This project is stuck on .NetFramework v4-something-old. It's super hard, if not impossible, to build this project. Please upgrade to the modern era.
