Telemetry collector timeouts

I could reproduce the problem in the latest build

What happened?

The following collectors can timeout trying to collect data.

UserAgentsCollector
LatestBuildInformationEventDateCollector
MonthlyMigratorUsageCollector

The send telemetry task controller will show warnings and the payload that is sent to us will exclude these.

Reproduction

see the task list for the send telemetry task on deploy. Have a look at the tasks that show warnings.

Error and Stacktrace

Telemetry Service: Unable to collect telemetry for useragentdetails, failed with Exception - 
June 13th 2022 13:06:38Warning
Execution Timeout Expired.  The timeout period elapsed prior to completion of the operation or the server is not responding.
