Frontend doesn't respect virtual directory settings for some API calls

The bug
The frontend doesn't respect virtual directory settings for some API calls.
What I expected to happen
The frontend should respect virtual directory settings for all API calls.
Steps to reproduce
- Perform a fresh install of Octopus Deploy with a virtual directory (e.g. /Octopus/) configured
- Open the browser tools and enable network capture
- Login to the front end interface and remain on the dashboard
- Note that the first request to '/me' uses the correct virtual directory
- Note that subsequent requests do not use the correct virtual directory
The same issue is present when using the JIRA connectivity test.
