An generator for `bundle_refs` files

It seems that bundle_refs/* files are generated but I don't know how and if we can promote (à la dune) these files - and help the maintainer to integrate his/her changes.

I have at least added a description of the process that I followed for updating the reference to 5.0 in tests/bundle_sync.ml .
