test_serial_writer.py only works if socat is installed
We don't actually need socat in theory, and it's not installed by default anymore, but test_serial_writer.py assumes it's there and relies on it.
The test is currently disabled so as to not cause integration errors.
You can take a look at the data simulator I used when I was doing some work at home for Chris Linden.
Does serial test writes without socat using python pty's. Might not be for everyone, but it might inspire some ideas.
