Fix github actions

Currently some github actions don't work as desired:

• [ ] mypy action doesn't really work
• [ ] what needs to run on dev and what on main
  • [ ] decide what events need to trigger actions
  • [ ] choose which branch to monitor for what action
• [ ] create an action to publish raider to PyPi
