IGNF database v3.2.5 available

There's a newer version of the IGNF database available from https://geodesie.ign.fr/contenu/fichiers/IGNF.xml (v3.2.5).

Unfortunately the build_db_create_ignf_from_xml.py script fails on this one with the assert:

Got information from IGN that in a future release of the registry, the sourceCRS and targetCRS for geoid transformation will be switched, ie the source will be the geographic CRS and the target the vertical CRS (matching EPSG convention)
