Add 23H2 to validate set options to make it easier to work with Windows 11 23H2 ISOs

I should have been more clear with my description. Some of the commands, like Get-OSMedia, Import-OSMedia, etc still throw an error when using 23H2 with the OSReleaseID parameter because it is not part of the set of supported versions that it is validating against. This pull request attempts to fix that.
