ConvertUnits Class Migration

We need to manage the transition from the angular ConvertUnitsService currently in place to the new ConvertUnits Class (added in #7854 )

  • Make the transition on a single module (PSAT) and run tests
  • Develop a plan to change over the whole app. Look at running a python script, or bash script to change refs
