Diagram: Add Sum Individual Flows Button

“Sum" button to add up individual flows to the total (greyed out when not all flows are present)

This could be tentatively verified. 2 notes:

  1. The button won't work in certain cases where our calculated total flows have not been calculated. This has been a quirky part of the diagram for awhile. I'm working on this in #7928

  2. My hands were tied a bit to make this styling work without re-doing half the form (for reasons to long to explain), so one sideffect is that the container with the blue border now touches against the grey border for the according. I can't imagine users noticing/caring about this slight polish being removed, but FYI anyhow.
