Sidebar UI and Nav

Make spatial, UX, and accessibility improvements to sidebar UI and navigation to allow new users to more easily learn the app.

Notes:

  • Probably need to keep DOE sidebar header (per Tom). Revisit when starting Could likely be done as separate from the Dashboard overhaul
  • Highlight selected items so sidebar reflects current page
