Multi-param Weather Binning

We currently allow 2 parameters for binning. Revisit the weather calculator with Kristina and decide if we should keep the current setup and optimize* OR if we should enable additional nested filtering params

*the current setup was changed from an original version that needed to do far more iterative work - so currently does needless looping.
