Change OGMS_0000015 (clinical history) to be a sub-class of IAO_0000030 (Information content entity)

Current hierarchy of clinical history is:

IAO_0000030 (Information content entity)
    - IAO_0000027 (data item)
        - OGMS_0000014 (clinical finding)
            - OGMS_0000015 (clinical history)

Definition of clinical history: A series of statements representing health-relevant qualities of a patient and of a patient's family.

Suggest that we change this to:

IAO_0000030 (Information content entity)
    - OGMS_0000015 (clinical history)

I think it should be a sub-class of IAO_0000027 (data item), and at the same level of OGMS_0000014 (clinical finding). Otherwise, there's no use of IAO_0000027 (data item).
