[15.0][IMP] auth_ldaps: Allow disabling LDAP ref-chasing
This feature was added to the vanilla auth_ldap module back in 15.0.
The current _connect() impl by auth_ldaps does not check for this ICP, and so we have some feature disparity. I think probably noone has checked/noticed that this was added to the base LDAP module.
This should be forward-portable to 16.0.
Also will need to forward-port to 17.0 once #643 is done.
