Payroll is totally free in Enterprise with better database structure then odoo 12 we carry payroll from odoo 12 old way technology why not we backport odoo enterprise in this rapo what will be the issue ? if you allow me may i make PR for Payroll from ent to oca ?

Sorry, that's not possible and illegal, as enterprise modules are not open source and they are not free (as in beer).
