After trying so many different methods of getting custom phrases to match my .lip files, I had almost given up. This utility is by far the most accurate of all that I have tested. I have been using the .bat file method and putting the .lip files into Fallout 4, and I must say it's the very best.

@Mister-Curious Please help me learn how to do this. I currently have 421 FO4 custom voice files, that desperately need lip files. But I have no idea how to use this program.
